Makhdoom Syed Faisal Saleh HayatMakhdoom Syed Faisal Saleh Hayat was sworn-in as Federal Minister for Interior and Narcotics Control on 23 November 2002. He was awarded this portfolio shortly after he formed a forward bloc in the Pakistan Peoples Party Parliamentary (PPPP). Ten Pakistan Peoples Party Parliamentarians, led by Faisal Hayat, on 14 November 2002 announced their differences with the party policies. The group was also comprised of Rao Sikandar Iqbal, Rais Munir Ahmed, Chaudhry Nooraiz Shakoor Khan, Tanveer Sayed, Malik Zaheer Abbas, Malik Aamir, Khalid Ahmed Khan Lund, Muhammad Raza Hayat Hiraj and Dr. Malik.

The forward block, re-named as PPP-Patriots, had started with 10 MNAs and now has risen to 21. Faisal Hayat claimed that many more were ready to join the ranks of PPP-Patriots but he was not opening the floodgates. PPP-Patriots, headed by Defence Minister Rao Sikander Iqbal, have been rewarded with six key ministries including the Defence and Interior Ministries.

Faisal Hayat holds degrees in Masters of Arts and Law and Diploma in Business Management from Kings College London. He has the honour to attend prestigious educational institutions of the country like Aitchison College Lahore, F.C. College Lahore, Government College Lahore and Punjab University. Prior to the present assignment, he served the country as Federal Minister for Commerce, Industries, Local Government, and Senior Minister for Home and Services & General Administration in Punjab Cabinet.

He is one of the seasoned politicians of the country and began his political career 26 years ago when he was elected MNA for the first time on 7 March 1977 and achieved the feat for the fifth time on 10 October 2002 general elections. He defeated close-rival Syeda Abida Hussain by 74674 to 64396 votes. It was battle between two big wigs at NA-88 (Jhang-III); a running family feud featuring Abida Hussain of PML (Q) and Cousin of Faisal Hayat.

The NA-88 is a new constituency and lies on the western bank of river Chenab stretching between Langar Makhdoom in the north and the Trimu Headworks in the south over an area of 130 kms in length. The main biradaris inhabiting the constituency are the Lalis, the Balochs, the Bhatti Nissowanas, the Gilotars, the Syeds, the Sials, the Qureshis, the Khokhars and the Sangras.

Faisal Hayat was also successful on 16 November 1988, 24 October 1990 and 16 October 1993 when the constituency was NA-69 (Jhang-IV) while Abida managed to win on 25 Feb 1985 and 3 Feb 1997.

He was a senior member of Central Executive Committee of PPP and PPPP for the last 15 years (In an effort to skirt legal barriers to participation, the PPP formed a separate entity, the PPPP).
